Motivation

Add a .git-blame-ignore-revs file so that git blame (and GitHub's blame view, which reads this file automatically) skips the repo-wide reformat from the oxfmt v0.70 upgrade in #12571 (AI-assisted).

Do not merge yet, this PR stays in draft. The repo squash-merges PRs, so the reformat commit gets a new SHA when #12571 lands on main. The SHA currently in the file is a placeholder: the reformat commit from the #12571 branch. After #12571 is merged:

1. Replace the SHA with the squash commit SHA of chore(deps): upgrade oxfmt to v0.70 (AI-assisted) #12571 on main.
2. Mark this PR as ready and merge it.

The squash commit also contains the small oxfmt dependency bump and the new format script. Ignoring them in blame is acceptable: the reformat is most of that commit.

Test Plan

After updating the SHA: git blame --ignore-revs-file .git-blame-ignore-revs website/docs/using-plugins.mdx should attribute the reformatted lines to earlier commits.
