No runner pods are created

Need some help.

after apply

k apply -f garo_v1alpha1_githubactionrunner.yaml
and see
githubactionrunner.garo.tietoevry.com/runner-pool created

There is no runner pod created, there is no error in EKS events.

How can I trouble-shoot this issue?
