Description
This PR makes three changes:
action/dist/from.gitignoreContext / Why are we making this change?
Without this, you can't actually run actions from another repo since the built action isn't committed and up to date.
Testing and QA Plan
I think we just need to merge and try.
Impact
You should be able to use the action in another repo.
