chore(ci): build and test on Flutter 3.47.6 - #20

CI was pinned to Flutter 3.44.x. Moves the pin to 3.47.6, takes the analyzer excludes Flutter 3.47 adds to analysis_options.yaml, and the lockfile entries the SDK pins (meta, matcher, test_api and friends). Analyze and the full test suite pass locally on 3.47.6.
