Say billet for a support ticket in Canadian French - #19

Quebec French calls a support ticket a billet; ticket is the France usage. fr_CA now overrides every fr string that names one, and a test fails if a new fr string mentions ticket without a fr_CA override.

Quebec French calls a support ticket a « billet »; « ticket » is France usage. Host apps localized in fr_CA (e.g. HaulOy, which says billet everywhere else) showed « ticket » only inside the support screens.
fr_ca.dartgains 14 overrides: everyfrstring that mentions ticket, reworded with billet (masculine like ticket, so no agreement changes).fris unchanged.frkey whose value mentions ticket must have afr_CAoverride that says billet. Two existing assertions that pinned the fr_CA « ticket » wording now expect « billet »; the fallback test uses a key that still falls back (subject).flutter analyzeclean; 27 tests pass.
