Lerna is no longer used (ref: #3281), so we can remove lerna.json.

.yarnrc must stay - it's been added to prevent running scripts in case someone is just setting up the repo and runs yarn1 because they're missing bits of local config.

@naugtur I restored .yarnrc. But this begs the question why isn't there a .npmrc or a pnpm-workspace.yaml 😜
