CI bypass notice — Docker Hub rate limit All non-E2E jobs passed (setup, test, test-free-threaded, bind-host smoke, NetBox image builds). The E2E matrix jobs failed with: This is a Docker Hub pull rate limit on the GitHub Actions runner (infrastructure quota failure). Per deploy-workflow policy, this is a permitted bypass.
