carries the arm64 build fix (#81) to main so tecokit/edge-ml_model:latest finally gets republished.

right now prod's explorer-model is still the 2026-06-24 image: the earlier beta -> main merge (#80) built amd64 fine but failed on arm64, which skipped the manifest step, so :latest never moved. everything else on prod is current, so prod is running a 3-month-old ml and is missing the WHAR model integration.

verified on beta before opening this — the run for #81 on beta is fully green, including the leg that failed twice before:

Build (linux/amd64): success
Build (linux/arm64): success
Merge manifest and push: success

merging this republishes edge-ml_model:latest; watchtower picks it up on prod within ~60s, no box work needed.

The arm64 leg of the image build has been failing, which skipped the manifest
step and left tecokit/edge-ml_model:latest at the June image even though the
amd64 leg succeeded.

bullseye is oldstable and its security pool rotates faster than the index
deb.debian.org serves, so `apt-get install cmake g++ make git` started failing
with 404s for libarchive13 and git at +deb11u5 after the pool had dropped those
files while the index still advertised them. It reproduced from two different
CDN addresses, so it is not one stale edge and retrying does not help.

The base image already provides git, g++ and make (buildpack-deps lineage), so
cmake was the only thing apt was actually needed for, and pip publishes an
aarch64 wheel. Taking cmake from pip removes apt from this step entirely.

flatbuffers v25.2.10 declares cmake_minimum_required(VERSION 3.8...3.25.2), so
the current pip cmake 4.x is compatible. Verified by building the else-branch
end to end (forcing it on amd64): pip cmake, clone, configure, build, and
`flatc --version` reporting 25.2.10.

The amd64 prebuilt-binary path is unchanged.
Build flatc's cmake from pip so the arm64 image stops failing on apt
