Enables consumers to upgrade Cronos past 0.10 again.

  • Cronos releases has changed assembly versioning from following minor, to fixing it to 0.0.0.0.
  • The current 0.7.1 has assembly version 0.7.1, so the runtime crashes on any attempt to force upgrade for consumers.
  • 0.11 is the first version with 0.0.0.0 strategy, so pinning with a new lower bound of 0.11 fixes crashes for upstream consumers wanting to upgrade to a newer Cronos.

Since 0.11.0 Cronos ships AssemblyVersion 0.0.0.0 for every 0.x release
(HangfireIO/Cronos#86). Builds against 0.7.1
reference 0.7.1.0, which the runtime refuses to satisfy with 0.0.0.0, so
apps upgrading Cronos past 0.10 crash with FileNotFoundException. Building
against 0.11.0 references 0.0.0.0, which any later 0.x satisfies.
