Fetch ply from GitHub instead of the 3.11 tarball on SourceForge - #116

ply 3.11's setup.cfg uses dash-separated keys that setuptools has deprecated. Upstream never released a fixed version and archived the repo in December 2025, so its master branch is frozen and carries the fixed packaging. GitHub's archive tarball extracts to ply-master, so the existing wget-into-tar recipe is unchanged.

The last ply release (3.11) will be broken by setuptools eventually, see pypa/setuptools#5358. Ply is now an archived project but in the final state of its master branch it is compliant with the new scheme from setuptools. This PR switches from ply 3.11 to the archived snapshot.
