Look for the binary in

the POCKET_IC_BIN variable
current directory
on the PATH

in that order.

Should we follow the convention of the Rust library:

a builder pattern (PocketIcBuilder::with_server_binary);
the environment variable (POCKET_IC_BIN);
a temporary path (/tmp/pocket-ic-server-9.0.2/pocket-ic).
