When a plugin has one valid skill and an additional incomplete skills/ child, adding that child's name to the catalogue makes the package validator pass even though the child has no own SKILL.md. Catalogue agreement currently makes an undiscoverable resource look complete.

Proposed direction

Validate each direct automatically discovered skill directory's canonical regular SKILL.md before accepting it as a resource. Preserve valid empty optional roots and existing component layout rules.

Acceptance criteria

• An incomplete sibling skill cannot be cleared by listing it in the catalogue.
• A nested SKILL.md cannot substitute for the direct skill entrypoint.
• Complete regular skill directories and explicit canonical paths still validate.
• The production gate and its offline regression suite cover the whole direct inventory.
