Add a did:oan resolver implementation following the same contribution style used by method-specific resolver forks such as did:proof. This revision keeps the upstream shared resolver host intact and limits the method-specific contribution to the smallest practical surface: - add src/oan-did-resolver.ts for did:oan resolution semantics - add src/index.ts as the method-specific package entrypoint - add src/__tests__/oan-did-resolver.test.ts for did:oan behavior coverage - update package metadata and build output wiring so the repository publishes the did:oan plugin rather than the upstream generic shell - keep resolver.test.ts aligned with the inherited upstream content instead of changing its behavior The resulting change set is intentionally scoped to the method plugin itself and avoids unrelated edits to shared upstream implementation files.
