This avoids hard-coding the assumption that the venv uses '.venv/bin/' as binary path, and therefore makes the Makefile compatible with Windows hosts (e.g. when using bash shipped with Git for Windows).
Don't use the 'chore' prefix by default, as it gets ignored entirely during changelog generation. This unifies the conventional commits type for Python dependencies to 'build', analogous to the one for Rust, and Github actions to 'ci'.
