Switch the deploy-to-beta job from the FiveXL reusable workflow (fivexl/gh-workflow-tf-plan-apply) to the kosli-dev/tf reusable apply workflow, mirroring the change already made in the nginx repo. This moves the repository onto the Kosli TF tooling so that automated drift detection can be enabled. The new workflow uses Kosli flow templates (flow-templates/kosli-apply.yml and kosli-plan.yml) to record terraform-plan/apply attestations and terraform-state/drift-plan artifacts on the trail.
