Bumps the app to 0.3.23 and turns Unreleased into v0.3.23 in the changelog:
The Codex and question fixes run in
berthd: boxes need upgrading (berth upgrade BOX, or Update all), and Codex users should rerunberthd integrations install codex(an upgrade does it) and trust the new hooks with/hooks.
