feat: add birchline-html skill#10

Standalone HTML artifact generator using the birchline light theme (Lora/Inter/JetBrains Mono, clay/olive/sky accents). Includes full CSS scaffold in template.html. Also update CLAUDE.md step 6 to copy entire skill directories instead of just SKILL.md.
