ci: Add mooncakes publish workflow (v0.1.2), resolve MoonBit fmt drift, and enforce pre-commit formatting

• Fixed remaining CI format diffs in src/cmd/moon.pkg, src/packages/go/go.mbt, and tests/cargo/cargo_test.mbt to match moon fmt --check output.
• Added pre-commit formatting enforcement via .pre-commit-config.yaml with a local moon fmt --check hook.

Fixed in 07ccc70.

I checked the referenced job log and applied the exact remaining fmt change in src/cmd/moon.pkg (added the blank line required by moon fmt --check between the import block and options(...)).
