MCP960x requires clock stretching for all register operations. Pi Zero 2 W has the same SoC as the Pi 3 and therefore does not properly implement clock stretching on hardware I2C busses. MCP960x should be put on its own bitbanged I2C bus using i2c-gpio. Use GPIO15 and GPIO18. External 4.7k pullups need to be added on those pins.
