[TNZ-95042] Fix stale Tanzu cf CLI v10 references in managing-services

Summary

• Update cf service output: rename service to offering, service broker to broker, dashboard to dashboard url; add guid, type, broker tags fields (v10 CAPI V3 changes)
• Fix removed cf update-service --upgrade flag: replace with cf upgrade-service and add --force flag note
• Add cf create-service --wait note (async in v10) with link to Tanzu cf CLI reference
• Add cf services --no-apps and --wait notes with link to Tanzu cf CLI reference

Test plan

• Verify cf service output field names match Tanzu cf CLI v10
• Verify cf upgrade-service section is accurate for v10
• Verify external links resolve on 10.5 build
