build: Add bumpversion support#3

Add a file to track changes.
Add the ability to bump release numbers with "tox -e bumpversion -- patch" etc. Configure bumpversion to apply Git tags using the vX.Y.Z format, which setuptools-scm knows how to translate into package version numbers.
