PPSSPP settings pipeline for TSP

This PR implements a PPSSPP per-game settings pipeline for Trimui Smart Pro (TSP).

These settings are based on a collaboratively maintained document.

Initial setup (optimized per-game settings) is performed on first boot

• Note: only as long as the contents of /etc/trimui_device.txt state "tsp"
• This opens the door to different optimized settings for the Brick and the Trimui Smart Pro S

Additionally:

• A weekly GitHub Actions job monitors the spreadsheet and creates a PR on updates
• A local XLSX fallback is kept in sync
• Updated release workflow to avoid deprecated set output command
• Tightened release compression since the archive was exceeding GitHub’s 2 GiB limit
  • Note: this is unlikely to be due to this PR, but because of all the changes done since last release

What’s included:

• ppsspp_setup.sh - sequentially calls upon:

  • psp_game_ids_from_redump.py
  • ppsspp_generate_settings_csv.py
  • ppsspp_apply_game_settings.py

• Data:

  • TRIMUI Smart Pro - PSP Compatibility List (CrossMix-OS).xlsx
  • ppsspp_game_settings.csv

• Install hook: update_003.sh (runs on first boot)

• Automation:

  • ppsspp_settings_sync.yml (a weekly GitHub Actions job that monitors the spreadsheet and creates a PR on updates)
  • Changes to CrossMix Release.yml to tighten release compression and avoid deprecated set output command

• Gitignore: root .gitignore to track ppsspp_game_settings.csv while ignoring other PPSSPP CSV files
