Summary
Configured and explicitly supplied tilde paths were handled inconsistently. Expand a leading home marker at configuration and CLI path boundaries. Preserve the remainder of comma-separated configuration and literal path spelling.

Verification
Tests cover configuration paths and the root, dump and compose commands. Built CLI checks use paths that resolve into temporary directories.
Local checks passed on Go 1.27.1. The CI workflow uses Go 1.26.3.
