fix(docs): resolve CLI command names to documentation pages

What changed

• Generate a command-to-OpenAPI-operation-ID lookup from the same SDK endpoints and public specs as the API commands.
• Resolve chargebee docs <resource> <operation> by the exact operation ID slug across the sitemap, accepting both kebab-case CLI resource names and existing snake_case Docs names.
• Keep exact Docs slugs working and report missing or ambiguous pages without selecting a guessed page.

Verification
