Surface prompt for instance admin to review privacy policy of any forges being added to CollectOSS #520

As alluded to in #519, we should actually surface prompts to the user to require they fill in the privacy policy link and assert they had a chance to read it so we can fill in the collumns in the database.

This prompt should also link to the docs (#518) so they are familiar with what to look for
