create mechanism for tracking API rate limits remaining when there is not a dedicated API for it #515

likely a child/spinoff issue from #71
Github has a dedicated API for rate limit checking that we already use.
Other platforms (gitlab) dont seem to have such features.
We need a way to internally store and track rate limit usage so that we can:
- report to keyman when the keys are exhausted and when theyre expected to reset
- be able to display key usage in various UIs/CLI's

Keyman doesnt currently have this feature, and since every API type is different, this may need handling from within the
*DataAccessAPI implementation classes.
