feat(ai): add enhance prompt for command and Ask

Summary

Adds Enhance prompt: users rewrite a messy or thin draft in the command composer and Ask before sending. POST /ai/enhance fixes typos and speech-to-text errors and expands vague UI requests (for example develop a contex sales form → a concrete contact-sales prompt). The control replaces the field only; it does not send to eve. Docs and the docu features card document the capability; the CLI gains ai enhance.

Release

Payload change (API, web, @repo/react, generated clients). No skip-release.

Test plan

• pnpm --filter @repo/api test:unit -t "POST /ai/enhance"
• pnpm --filter @repo/api checktypes / @repo/react / @repo/web / @repo/docu
• pnpm openapi:drift
• Manual: Enhance on home command and Ask with a typo draft; confirm draft updates and Send is unchanged
