docs: regroup nav so Governance is visible (9 tabs → 7)#15

Nine top-level tabs overflowed Material's (non-wrapping) tab bar, clipping Governance/Reference/Glossary off the right edge — they were unreachable from the tab strip. Regroup to 7 tabs: - "Get started" section folds in Quickstart + Installation - "Reference" section folds in the API reference + Glossary - Governance stays a top-level tab (it's the wedge) and is now also linked from the homepage "why a ledger" section, so it's reachable regardless of viewport width.
