Swaps mix_audit for mix hex.audit, as part of the same change across every beam-bots Elixir repo.

mix_audit keeps its advisory database as a git checkout, which drifts out of sync and fails spuriously. mix hex.audit now reports CVEs straight from hex.pm, so:

  • mix_audit comes out of mix.exs, and its now-unused lock entries go with it
  • .check.exs runs mix hex.audit and explicitly disables ex_check's built-in mix_audit tool
  • the shared workflow pin moves to beam-bots/.github@1e4f127, which dropped its mix deps.audit step. The old step would fail with the task gone

Where mix hex.audit flagged locked versions, a second commit bumps them: mint 1.11.0 (with hpax 1.1.0), plus lazy_html 0.1.13 in the repos that use it.

mix_audit keeps its advisory database as a git checkout that drifts out
of sync and fails spuriously. `mix hex.audit` now reports CVEs straight
from hex.pm, so it replaces mix_audit in `.check.exs` and the dep goes.

The shared workflow pin moves past the commit that dropped its
`mix deps.audit` step, which would otherwise fail with the task gone.
`mix hex.audit` flags the locked versions, so bump them to keep the
audit green.
