Description of changes: Rework the AR reminder email as a markdown template matching the Figma design (title, linked Section 51 paragraph, business tombstone, Next Steps, Additional Resources); drop the Dye & Durham
disable-specific-service-providerflag branch, update the subject line, and bump business-emailer to 0.1.14.
