Flask 3.1+, Werkzeug 3.1+, and MarkupSafe 3.0+ all require Python 3.9+. Services still on Python 3.8 (colin-api, data-tool, sftp-gazette, business-registry-model) are pinned to the latest compatible versions: Flask==3.0.3, Werkzeug==3.0.6, MarkupSafe==2.1.5 sftp-icbc-report and sftp-nuans-report (Python 3.13) are unchanged. Description of changes:
Several packages pinned across the monorepo have reached end-of-life and are no longer receiving security patches. This PR updates all identified EOL version constraints to currently supported releases.
