These changes add transaction-level Medication Cost Line Items to IVF Treatment Cases and automatically rolls them up to the Case Total Medication Cost, improving traceability and auditability. Controls now prevent invalid or excessive costs, require medication dates, restrict edits/deletes, and enforce funding-complete rules, with broader override rights for Finance Controls users.
