fix: ccp-5730 removed old pngs and added approved svg

Description

The previous catalog contained 18 PNG logo assets. This change replaces that catalog with 23 approved SVG ministry marks and updates the existing email-logo seed/bootstrap flow to use SVG assets.

The approved ministry marks are used as provided and are stored/served through the existing email-logo infrastructure.

Existing historical PNG objects are not deleted by this PR. Object-storage cleanup will be handled separately after deployment verification.
