Description
Bumps the RIC version to 3.2.1 to release the proxy-bypass fix (#68) to RubyGems.
The Runtime API client now passes an explicit
nilproxy toNet::HTTP, so RIC traffic to the Runtime API (RAPID) never routes through a customer-configured HTTP proxy.Merging this bump triggers the auto-tag workflow (#66) to create the
3.2.1tag, which the internal publish pipeline uses to release the gem to RubyGems.Target (OCI, Managed Runtime, both)
