ci: use uv 0.12.21 and setup-uv v10.2.0 - #25

- Composite action .github/actions/setup-diffbio: `astral-sh/setup-uv@v1` -> `@v10.2.0`, `version` 0.11.3 -> 0.12.21. Behaviour notes: - setup-uv stopped publishing major and minor tags at v8.0.0, so the action is pinned to the full release tag; `@v10` does not resolve. - v1 had no default `cache-dependency-glob`; v10 keys the cache on the lock and project files by default, so expect one cache miss on the first run. - setup-uv v9 made `prune-cache` default to false, so the saved uv cache is no longer pruned before upload. - setup-uv v7 and later run on node24. - `uv lock --check` passes under uv 0.12.21 with the committed lock unchanged; a lock it writes stays `revision = 3` and is read by uv 0.11.x under `--locked`.
