Closes #21

PRs that only touch docs, the README, the license, the release workflow or Dependabot's settings no longer wait for the build checks.

How it works

  • A new first job, Needs a build?, lists the PR's changed files with gh pr diff --name-only. It takes a few seconds.
  • Tests and Android Release build now depend on that job. They run only if a changed file is something the app or tests are built from:
    • CallGuard*/, *.slnx, Directory.Packages.props, global.json, dotnet-tools.json
    • this workflow itself, so changes to it get tried out
  • Otherwise both jobs are skipped. GitHub counts a skipped job as passed for required checks, so branch protection still works and the PR can be merged right away.
  • The workflow still runs on every PR. Filtering the whole workflow by path (paths-ignore) doesn't work with required checks: they would wait forever.
  • Run workflow (manual run) always builds.

This PR changes build-test.yml itself, so it does run the full build this one time.

BUILD.md's Continuous integration section is updated.

A first job lists the PR's changed files. When none of them is something
the app or its tests are built from, the Tests and Android Release build
jobs are skipped, which branch protection counts as passed.
