OTel 0.32 does require significant changes because we vendored some crates. Perhaps a good way forward is to upgrade reqwest but change #9114 so it still uses the old version for OTel. And then we can update OTel separately.

Done for v3.0 in #9787. Currently not planning to do this for v2.x.
