OpenDAL release candidates are voted on by signed RC tag and uploaded artifacts, not by the moving
mainbranch. The previous skill text required a new RC whenevermainadvanced after tagging, which can incorrectly block a valid RC vote after unrelated commits land.What changes are included in this PR?
