What changes were proposed in this pull request?
Implement the React Sidebar navigation component family that replaces the placeholder toggle-only sidebar, providing full cluster navigation (Dashboard, Services, Hosts, Alerts, Cluster Admin) in both expanded and collapsed states, with role-based menu visibility and inline service operations - porting the behavior of the legacy Ember.js menu views.
