* fix(ci): wipe test dirs before restoring base in detect-breaking-changes

* feat(client): add support for system.message streaming events

* test(helpers): add tool_use streaming aggregation coverage

Both message content aggregators reassemble tool_use input from
input_json_delta events, but neither aggregation test file exercised
that path. Add a regression case to each that streams a tool_use start
block followed by split partial_json deltas and asserts the merged
input, id, and name (plus caller on the non-beta surface) survive
aggregation.
