This PR interfaces the ROOT SOFIE framework with our O2 software for GPU processing

  • Custom stream implementation
  • Custom memory management (no mallocs in SOFIE internally)
  • Compilation from .onnx files
  • Support for fp32 and fp16

Why do you need this? We use VC also in places which do not depend on ROOT.

In the ROOT PR that I will link very soon I put the changes on top of the latest upstream. The "vc" will no longer exist from 6.41.01 onwards so I removed them for my build.

This should probably be rebased on top of #6332. Can you do that?

I anyway need Root as a development package with my PR so the version doesnt really matter for me. For now I am just opening the PRs to link all developments (alidist, O2, ROOT) together.
