Dependabot pull requests run with restricted secret access — the TESTPYPI_TOKEN secret resolves to an empty string, causing twine upload to fail with 403 Forbidden. The upload step adds no value for action-version bumps, so skip the entire build-and-upload job (and its downstream install-test) for dependabot[bot] PRs.
