First-scan flood was too aggressive (10/5/5 limits, weekly cadence). Drops every ecosystem to open-pull-requests-limit: 1 and schedule: monthly. Patch + minor still group into a single PR; majors still get individual PRs but capped at 1 open at a time per ecosystem. Closed the 15 PRs the first scan opened (#15-#29) — Dependabot will re-surface anything still relevant on the next monthly run, one PR at a time.
