CONTRIBUTING.md now explains how to create and activate a Python 3.11+ virtual environment, install the existing dev extra, run pytest and Ruff, and select the same test subsets as CI. Includes the PowerShell activation path.

Validation in a fresh Python 3.12 environment using the documented pip install -e ".[dev]":
Ruff limitation: ruff check . runs successfully as a tool but exits 1 with 54 existing findings. I ran the same Ruff 0.16.10 against an untouched worktree at base 7d220ee and compared file, rule, message and location: all 54 findings are identical. This PR documents the lint command and adds no lint findings; the issue’s clean-Ruff acceptance criterion remains blocked by the existing Python lint backlog.
