0.24.2: culture.yaml gate section for the PR fixer - #122

The culture-rules PR fixer reads `gate:` from a PR's base branch and runs it before its GitHub App pushes an agent's fix: setup `uv sync`, test `uv run pytest -n auto` (this repo's CI test command, without the coverage flags).
