Release 0.14.0 — the distribution is named admina - #84

docs/guides/package-name.md describes the change of 0.14.0: Admina is published as admina, and admina-framework ends with a 0.14.0 that stops the installation with the commands to switch. The guide gives the releases and package names, the upgrade with pip, uv and dependency lists, the plugin pyproject line, and the --force-reinstall that restores the module when admina-framework is uninstalled after admina was installed over it. The README install section, the mkdocs navigation, the [Unreleased] notes and the 0.14.0 roadmap entry point to the guide.
The 0.14.0 entry lists the change of the PyPI package name to admina. The sections after it (not yet scheduled, 1.0.0, 1.1.0, 2.0.0) are removed; the roadmap lists the released milestones and the next release.
The README licence row reads Apache 2.0. The init wizard docstring, the GDPR and NIS2 module docstrings and the MODEL_CARD compliance limits describe what the code does. The README and CONTRIBUTING links to the roadmap describe its new content.
The PyPI distribution of the framework is admina (pyproject name, the full, adapters and all extras, uv.lock). The module, the admina command, the extras and admina-core keep their names; the [rust] extra requires admina-core>=0.14.0,<0.15. admina-framework ends with 0.14.0: packaging/admina-framework holds a setup.py that stops the installation with the commands to switch, and scripts/build-admina-framework-sdist.py builds it as a source distribution (Metadata-Version 2.4) with the version of pyproject.toml. release.yml publishes admina, and on the v0.14.0 tag the admina-framework sdist; the alias package of 0.13.2 is removed. tests/test_admina_framework_sdist.py checks the archive, its metadata and the message. Install hints in error messages, warnings, the plugin template (admina>=<version>), the README, the docs, MODEL_CARD, CONTRIBUTING, core-rust/README.md and .env.example name admina. scripts/check-versions.py reads the admina entry of uv.lock. The Markdown compliance report of the proxy ends with the forensic section. Version 0.14.0 in the eight manifests; CHANGELOG [0.14.0], ROADMAP and SECURITY (0.14.x supported) updated.
