• ACT v1.3 moves the ecosystem to Python 3.14 and JAX 0.10.2.

This PR:

• The version is 1.3 in pyproject.toml and in act/__init__.py, whose __version__ read 1.1, and the README's install line names v1.3.
• docker/build.sh, docker/cleanup.sh, docker/exec.sh and docker/run.sh name the images devanshdvj/act:v1.3-amd64, -arm64, -cuda13-amd64 and -cuda13-arm64.
• The README says below its compatibility table what the release moves.
• tests/check_versions.py now also holds act/__init__.py, the README's install line and the newest row's ACT cell to the package's version, three equalities this commit is the first to make true.
• The tag is v1.3, on the merge commit, and docker/build.sh --cpu and docker/build.sh --cuda13 build the four image tags from it, on amd64 and on arm64.
