The decoder rolls back only when the node proves the stored chain left its active chain at or below the node tip: the stored block at that height differs and getblockheader reports confirmations -1. A lagging node, a not-found header or any RPC error waits instead, deleting nothing and writing no halt, and the wait is published as reorg_wait on status, live, ready and health until it ends. Durable REORG_HALT and its operator clear keep working for reorgs that cannot be verified.
The consensus runtime re-pins to Node 22.23.4 (V8 12.4.254.21-node.57, ICU 78.3), so CI jobs that load the VM must run that build.
