Fixes #1264

Summary of changes

Added an option to enable RDF to draw in Configurator.
(Added to Advanced Options, can change to Basic Options)

I think this should be able to differentiate between three options:

Off - the default, realistic choice
Radar displays only - I'm sure any real world controller given the option would choose
SMRs also - For those who lack any situational awareness whatsoever.

I didn't actually attach an image, this is what it looks like now:

Slight update, I've changed the ordering so that RDF usage is now asked after Hoppies and is not an advanced option, and changed the text slightly to make it clearer:

Radio buttons would be more readable I think.

Inline with the other options we should indicate which is realistic (see the datanblocks prompt)
