REVIEW containment: add Cloud-Managed Identity revocation and Metadata-Service isolation gates
Adds gates/cloud-identity-revocation-gate.md with evidence-preserving containment alternatives (cloud identity revocation, metadata service isolation) for when power-off would destroy volatile evidence. Updates SKILL.md to reference the new gate in the containment decision criteria.
